In the very least they should have put this in back when crescent reach was first put in since you could also start characters there and people that came back to eq after a few months absence were given a choice to switch to crescent reach if they wanted too or perhaps everyone after serpents spine was released. These are the alternate npc's you can talk to in this case: so you might not be able to talk to a npc till you get a new mysterious message flag,so hang out in the different zones looking for a new message - I think

There's no reliable way to make progress on it anymore so I end up feeling like it wastes a lot of time after all the other Tanaan dailies are done unless I've gotten really lucky along the way. I was working on my priest to get her into tanaan jungle, i got all the way up to the point you have to blow up the train, however the orc never showed after, so i logged and relogged, he still didnt show
